    Position Summary:  The objective of the Access Control Points (ACP) Maintenance and Service (M&S) Program is to maintain, at a minimum, the barrier system and equipment operational rates and other performance criteria shown in the Metrics Section of this Performance Work Statement (PWS)

     

    Responsibilities

    • Preventive maintenance tasks, which are defined as re-current, periodic or scheduled work required to maintain optimal equipment performance or preserve equipment by preventing its deterioration
    • Minor repair, which is defined as the repair/replacement of equipment to such a condition that it may effectively be utilized for its designated purpose by overhaul, re-processing or replacement of constituent parts or materials that have deteriorated by action or elements or usage and that have not been corrected through maintenance
    • Periodic testing of systems/components shall be performed in accordance with (IAW) the O&M manuals. Testing after repair – testing shall be performed as required by the KO or designee and shall be considered as part of the repair. Repair is further described in Attachment B, Service Order (SO) Process
    • Corrective maintenance tasks which are defined as routine, priority or emergency work, are performed through execution of a SO to ensure equipment operation performance metrics are met or to ensure that equipment can perform as intended over its normal lifecycle
    • Report and provide briefings to the facility equipment users as identified in the PWS
    • Provide recommendations to the Government in regards to replacing equipment that has exceeded its useful service life or cannot perform without excessive repairs, advise when re-commissioning is required (for instances where control programs are changed or reprogrammed, new controls are installed or control wiring is significantly reworked, assistance will be provided by the USACE Protective Design Center in making the final determination) and provide input on how to improve the efficiency of the maintenance effort
    • Maintain databases and records of the maintenance effort as defined in this PWS
    • Provide all submittals and deliverables identified in this PWS
    • Manage the maintenance effort and resources to minimize system downtime and costs

    Qualifications

    • The ACP M&S Tech shall have a minimum of three (3) years in the field of maintenance and repair of ACPs or similar electrical mechanical equipment.
    • The ACP M&S Tech shall be able to perform the technical aspects of work and convey information clearly in written form and orally in English.
    • Assists the SL is in sending and receiving reports to LVW Main in CONUS
    • Repair, troubleshoot, replace and install perimeter physical security systems, to include active vehicle barriers, related hydraulic and electrical systems, as well as logical control systems
    • Travel to contract sites to perform both routine preventive maintenance as well as corrective maintenance on emergency and routine calls.  (USAG-Yongsan to include Main Post, South Post, K-16, CP TANGO, FED Compound, Camp Market, Camp Kim and Transportation Motor Pool (TMP)
    • Experience with and utilization of Microsoft Office Suite applications (Outlook, Word, Excel, and Power Point)
    • Must be able to obtain/maintain at a minimum a favorably adjudicated National Agency Check with Inquiries (NACI)
